![]() Here's the thing about "can x occur naturally?" Everything can occur naturally. Also, low temperatures tend to rule out life playing a role in its formation. It would require some very unusual conditions to form in large enough quantities to form liquid oxygen on some exotic moon or planet. However, oxygen will react with surface minerals, typically iron oxides, limiting how much can build up. It's possible to create small amounts of oxygen via ultraviolet light from the Sun, or another around star (some stars are rich in UV), forming an Ozone layer that can transform to oxygen closer to the surface (Mars has a trace of oxygen in its atmosphere formed via this mechanism). It's unlikely to occur naturally on any moon or planet, it's a highly reactive gas, and as a such requires life to create a dense oxygen rich our of equilibrium atmosphere. However, that not to say liquid oxygen occurs there, it has a nitrogen rich atmosphere and it rains liquid methane. It's possible that liquid oxygen might be stable at the pressure (147 kPa) and temperature (94 Kelvin, -189 Celsius) at the surface of Saturn's moon Titan.
